Vashon Fire is looking to fill the opening position of District Secretary.  This employee will be an appointed public official and the successful individual is required to take an Oath of Office upon appointment.  Regular office hours shall be 8 to 5 Monday through Friday (40 Hours/Week) however additional times may be required and/or expected.  The role is a salaried position with holidays, vacation and other benefits.  Salary will be based on the candidate’s skills and experience, ranging from $50,000 to $65,000 annually.

 

Education & Experience:  The successful candidate must be able to work independently.   In addition to tasks and responsibilities that include a broad range of management and organizational skills from reception and interaction with our community to various secretarial, accounting and employee support roles for the day to day operations of the District the position requires: 

v  A Bachelor’s degree in Accounting, Economics, Finance (related field) or other relevant experience. 

v  A minimum of five years of experience in a position with similar responsibilities.

v  A working knowledge of the State’s BARS Codes and their management.

v  Proficiency in Microsoft Office Suite, or related software, and budget creation and analysis software.

 

District Secretary’s Duties & Responsibilities:  The position directly interfaces with the Board of Fire Commissioners and in addition to attending all public Board Meetings, recording the Minutes for each and assisting them in the performance of their roles the successful applicant shall be their confidential secretary. 

 

The District Secretary answers and works with, the Fire Chief and the Assistant Chief of Operations.  The position is a key role within the District’s Administrative staff and requires working with and directing others to fulfill and address District administrative and business services internally and externally to the organization.

 

Financial Duties & Responsibilities:  The District Secretary is foundationally involved in all administrative, business and financial matters. The District Secretary shall work as the liaison with King County who is directly engaged in the administration of Vashon Fire’s financials.  As well the position is required to work with and direct BIAS a third-party vender and accounting support firm.  Duties and responsibilities also include:

v  Oversees and takes responsibility for all financial procedures and records.

v  Create and/or maintain a series of financial controls and procedures for all agency business operations.

v  Manage payroll with the issuance of semi-monthly paychecks and related State and Federal taxes and payments.

v  Maintains agency accounts including voucher & warrant oversight and management.

v  Responsible for the various ledgers including cash disbursements, cash receipts, accounts payable, month-end payroll summary, accounts receivable and journal entries to adjust the general ledger.

v  Conduct regular audits of budget items to actual expenses and other comparisons and/or forecasts.

v  Prepare agency financial statements in a regular and timely fashion.

v  Generates monthly reports including accounts payable reconciliation, accounts receivable reconciliation, cash flow reporting and balance sheet audits.

v  Provide relevant financial information to the Board of Fire Commissioner and/or the Chief.

v  Perform other related duties as requested by the Board and/or Chief.

 

Auxiliary Responsibilities: 

v  Engagement and management role with Scouting & Explorer Programs.

v  Special events coordinator (For example the Annual Open House Event).

v  Annual/Biannual Representative of the District with the State Auditor’s Office. 

v  District’s Financial Manager/Management in conjunction with the staff of the Emergency Operations Center, when activated, during localized and regional emergencies and/or disasters.

v  Through understanding of budgetary and accounting principles practice and policies.
